According to most rental car companies, if they offer their loyalty service at a location, it should be as simple as showing your driver's license and being on your way, but is it?

In the last couple of months, I have rented cars from Budget, Avis, Enterprise, and Hertz, which are my local companies, and I am a member of each of their loyalty programs.
